Dr. Chang attended University of California at Los Angeles where he graduated in 1976. He also took doctoral classes in Dept of Physiology from 1976-1978. Dr Chang received his medical degree from Albany Medical College in 1982, completed his residency at Albany Medical Center Hospital and completed his vascular surgery fellowship at Albany Medical Center Hospital in New York in 1990.

Dr. Chang is Board Certified in both General and Vascular Surgery, is a Fellow of the American College of Surgeons and an Associate Professor at Albany Medical College.

Dr. Chang lives in Slingerlands, NY with his 3 children. When not involved with his career interests he enjoys reading, music and spending time with his family.
